Jill has over twenty-five years experience in federal procurement matters. Her practice focuses largely on counseling government contractors on statutory and regulatory compliance, subcontracts, defective pricing, conflicts of interest, risk management, performance disputes, audits, GSA Schedule contracting, export controls, cost accounting, commercial items, intellectual property, terminations, civil fraud investigations, mandatory disclosure, compliance programs, suspension and debarment, and preparation of claims.

Jill has litigated numerous complex contract cases before federal district courts, the United States Court of Federal Claims, and federal agency boards of contract appeals. She has also represented clients in bid protest actions and arbitration and mediation proceedings.

A significant portion of Jill’s practice has involved helping companies defend against investigations, prosecutions and civil suits alleging fraud, and representing clients in False Claims Act qui tam suits.

Jill has also advised clients in other federally regulated industries, representing them in regulatory proceedings before the Federal Communications Commission, Surface Transportation Board, Federal Energy Regulatory Commission, and U.S. Consumer Product Safety Commission.

Prior to joining the Robinette Group PLC, Jill practiced with three other national law firms and was a Contract Specialist and Procurement Analyst for the Department of Navy. Jill graduated from Catholic University’s Columbus School of Law, magna cum laude, in 1998, and is admitted to the District of Columbia and Florida bars.
