Jeff has over twenty-five years experience in government contracting. His legal practice focuses primarily on helping executives of government contractors understand and find solutions to regulatory challenges and contracting issues.
Jeff has extensive experience in regulatory compliance associated with government contracts. This experience has included working with small and large public companies to implement business controls and reengineer commercial business practices to address regulatory and unique contract requirements.
Jeff has significant experience assessing legal and business risk, and preparing and negotiating government and commercial agreements for information and biotechnology companies. Experience in this area has included, for example, in-bound and out-bound agreements such as license agreements, technical support agreements, professional services agreements, hosting and outsourcing services, and reseller and distribution agreements. Jeff also advises clients on their federal operations and business structure and distribution strategy, and helps sales executives pursue specific opportunities with public sector customers.
Jeff maintains a thorough understanding of GSA’s Federal Supply Schedule program, the Federal Acquisition Regulation (FAR), and the Department of Defense FAR Supplement (DFARS). He has successfully helped numerous clients with Federal Supply Schedule matters, including proposal preparation, contract administration, negotiations, claims, internal investigations and voluntary and mandatory disclosures.
With respect to export controls, Jeff has prepared commodity classifications, license applications and technical assistance agreements under the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). He has worked with companies on export matters involving encryption, satellites and communications technologies, as well as in the development of compliance programs associated with the export control regimes.
Jeff has conducted internal investigations, prepared disclosures for the OIG and DOJ, and helped clients develop measures to demonstrate present responsibility. These efforts have included, for example, leading fact-finding and forensic accounting teams to investigate systemic pricing issues, foreign sourcing restrictions compliance, payment practices, and potential fraud. He has experience preparing disclosures associated with such matters and in developing appropriate remedial actions.
Prior to founding the Robinette Group PLC, Jeff was a Senior Attorney supporting Oracle Corporation’s federal business, a Senior Associate at Reed Smith, a Contracts Manager at Boeing and for the U.S. Navy. Jeff graduated from Catholic University’s Columbus School of Law in 1997, and is admitted to the bars of Virginia and Washington DC. He is also a member of the American Bar Association.
